  • Technical: a department-wide approach integrating partnerships, problem-oriented strategies, and internal reforms.

  • Common usage: foot patrols, meetings, or goodwill programs.

How the term gets stretched or misused

Community policing gets hollowed out when:

  • engagement doesn’t influence decisions

  • officers rotate too quickly to build relationships

  • enforcement metrics still dominate performance evaluation

Where the power sits

Success depends on internal structure:

  • Resource allocation (time, staffing stability)

  • Authority to change tactics based on community input

  • Metrics that reward problem reduction rather than activity volume

This does not mean…

  • No enforcement.

  • Friendliness equals partnership.

  • A single program equals transformation.
